On this page
Education and campus construction is the renovation and fit-out of the spaces a school or university teaches, researches and works in — classrooms, lecture halls, teaching and research labs, offices and washrooms inside occupied campus buildings. Enduro delivers this work across Metro Vancouver, BC as a general contractor (we hold the prime contract and manage the trades) or as a construction manager (we run it owner-side, open-book), and we plan every build around the academic calendar so rooms are ready when term is. One company is accountable from the first estimate to the finished space.
01What a campus build includes
Scope varies with the building and the program, but an education or campus project in Metro Vancouver usually pulls from the same set of trades. Enduro coordinates all of them under one contract and one schedule:
- Classroom & lecture-hall renovations — layouts, seating, sightlines and finishes
- Acoustical upgrades — sound isolation and speech intelligibility
- Teaching & research lab fit-outs — benches, casework and services
- Campus tenant improvements — faculty and administrative office space
- Washroom & accessibility upgrades to the BC Building Code
- AV & IT rooms — control, presentation and equipment spaces
- Data, low-voltage & network infrastructure and cabling
- Millwork, casework & fixed furniture — lecterns, counters, built-ins
- Mechanical / HVAC — units, ductwork, ventilation and controls
- Electrical — distribution, power, lighting and controls
- Interior & storefront glazing — partitions, doors and hardware with access control
- Ceilings & interior finishes — grid, drywall, flooring and paint
- Fire protection & life-safety — sprinkler, alarm and exit systems
- Structural alterations — openings, reinforcement and change-of-use work
- Occupied-campus phasing — hoarding, dust control and staged handback
- Permits & code coordination — including change of use under the BC Building Code
- Commissioning & testing of systems before rooms return to service
- Closeout, warranty & O&M documentation for facilities teams
02General contractor or construction manager — which fits
Enduro delivers campus projects two ways. The right one depends on how settled your design is and how much of the process your facilities team wants to hold.
We build it
General Contracting
Enduro holds the prime contract and manages the subcontracted trades as your single point of contact — carrying the build from a priced estimate through demolition, rough-in and finishes to a verified, handed-over space.
Best when the design is settled and you want one firm accountable for budget, schedule and quality.
We manage it
Construction Management
Enduro works owner-side — validating the budget, testing buildability, running an open-book trade tender and controlling cost and schedule on your behalf. Your team keeps control of the money and the decisions.
Best when design is still moving and you want an early, open-book hand on cost and buildability.
Simply put: GC to build it, CM to steer it. Not sure which? Tell us where your project stands and we'll give you a straight recommendation — see our plain-language CM-or-GC guide.
03How a campus project runs, step by step
An education build in Metro Vancouver lives and dies on its coordination and its calendar — the trades are the straightforward part. Here is how Enduro runs one:
-
Feasibility & budget
We walk the space with your facilities team, test the program against the existing building, and give you an early, honest number — so you know what fits before design gets expensive.
-
Design coordination
We work alongside your architect and consultants, cross-checking drawings for buildability and code — BC Building Code, accessibility, acoustics, and where a change of use triggers deeper review.
-
Approvals & permit path
We confirm the right approval route early — some campuses administer building approvals through their own authority, others follow the City of Vancouver or the local municipal permit path. Before demolition, we coordinate the WorkSafeBC-required hazardous-materials (asbestos) survey by a qualified person.
-
Academic-calendar scheduling
We plan backwards from the date a room has to be ready for classes — targeting summer, reading-break and between-term windows, front-loading procurement and long-lead orders so the on-site window is used for building, not waiting.
-
Construction
Subcontracted trades are sequenced and managed under one contract, with a super on site running trades, deliveries and safety day to day, and coordinating with campus facilities and security. We file the WorkSafeBC Notice of Project where the work requires it, and check quality as it's installed.
-
Closeout & warranty
We work the deficiency list to zero, prove HVAC, electrical and life-safety systems, and hand back the room with as-builts, warranties and O&M manuals so your facilities team can run the space.
04What campus construction costs in Vancouver BC
Cost is driven by the level of finish and how much mechanical, electrical and specialty work the space needs — a classroom refresh and a research lab sit far apart.
| Project type | Typical scope |
|---|---|
| Classroom / lecture-hall refresh | Finishes, seating, AV, lighting and minor MEP |
| Teaching space / campus fit-out | New layout — partitions, ceilings, MEP, casework and accessibility work |
| Teaching & research labs / specialized | Heavy MEP, ventilation, containment and premium equipment |
Existing-building condition, mechanical and electrical scope, code-driven upgrades and finish level move the real number in either direction, and specialized lab work sits well above it.
Enduro prices off real drawings when they exist and builds an open-book budget with you when they don't — then confirms the number in writing after a site visit. For where 2026 costs are heading, read our Vancouver fit-out outlook.
05How long it takes
On a campus, the calendar usually drives everything — a room has to be ready for the first class of term, so the on-site window is fixed and the schedule is built backwards from it. Typical planning ranges for a Metro Vancouver campus project:
| Phase | Typical duration | Notes |
|---|---|---|
| Feasibility & pricing | 1–2 weeks | Site walk with facilities, early budget, go / no-go |
| Design & coordination | 4–10 weeks | Depends on scope and consultant turnaround |
| Approvals & permit path | 3–10+ weeks | Campus authority or municipal path; longer with change of use or structural work |
| Procurement / long-lead | 2–10 weeks | Front-loaded so the on-site window isn't spent waiting |
| Construction | 6–16+ weeks | By size and complexity; often staged into summer or break windows |
| Closeout & warranty | 1–2 weeks | Deficiencies, commissioning, handover before term resumes |
The most common cause of a missed term date isn't the on-site work — it's design, approvals or long-lead orders arriving late into a fixed window. We front-load all three so the build fits the break it's meant to. See how a single schedule kept a campus expansion on track in our one-schedule case study.
06Building while classes run
Most Metro Vancouver campus projects happen in occupied buildings — a lecture wing still teaching, a lab that can't shut down, a floor of offices still working. Enduro phases these builds so teaching and research keep running:
How we build around a live campus
- After-hours, weekend & break scheduling for the loud, dusty and disruptive work
- Phased construction — rooms handed back zone by zone, on a plan agreed with facilities up front
- Dust, noise & negative-air control — hoarding, sealed work areas and filtration to protect students, staff and equipment
- Exits and life-safety kept live — egress, alarm and sprinkler coverage maintained throughout
- Coordination with campus facilities & security on access, keys, elevators and shutdowns
It's the operational proof behind a campus build: the difference between work that disrupts a term and work that fits quietly around it. We built inside a working UBC research lab around live growth chambers — the same discipline keeps a classroom wing or teaching lab running through construction.

08Education & campus construction FAQ
How much does an education or campus project cost in Vancouver BC?
Cost rises with scope: a classroom refresh is mainly finishes, seating, lighting and AV; a full teaching-space fit-out adds new partitions, ceilings, MEP and casework; a teaching or research lab adds heavy ventilation, containment and specialty equipment. The existing building, services and finish level determine the actual number, which Enduro confirms from drawings and a site visit. These are scope bands, not a quote — Enduro confirms your number in writing after a site visit.
How do you work around class schedules?
Campus work is planned around teaching. On an occupied floor we schedule disruptive work for evenings, weekends and between classes, hoard and seal the work area, keep corridors and exits clear, and phase the build so rooms come back into service on a plan agreed with facilities. Where a room has to stay in use, we sequence around its timetable rather than close it.
Can the work be done in the summer or reading break only?
Yes — summer and reading-break windows are how much campus construction gets done. Enduro plans backwards from the date a room has to be ready, front-loading design, approvals, procurement and long-lead orders so the on-site window is used for building. Larger scopes are staged across successive breaks so nothing is left half-finished when term resumes.
How does procurement work for a public institution or university project?
Public institutions and universities usually run their own procurement — from a direct facilities award or standing-offer arrangement to a formal competitive tender or RFP, depending on value and policy. Enduro works within your process, provides the pricing, references and documentation it calls for, and delivers as either your general contractor or your construction manager once the project is awarded.
Do campus projects need a City of Vancouver building permit?
It depends on the campus and the scope. Some post-secondary institutions administer building approvals through their own authority; other campus and school work follows the local municipal permit path — the City of Vancouver, or the relevant municipality where the campus sits. The triggers are the usual ones: moving walls, changing how a space is used, or altering plumbing, electrical, gas or mechanical systems. Enduro coordinates the right path with your facilities team and consultants before work starts.
Should we hire a GC or a construction manager for a campus project?
Hire a general contractor when the design is settled and you want one firm to hold the contract and hand back a finished space. Hire a construction manager when you want to stay owner-side with an open-book budget while design is still moving. GC to build it, CM to steer it — Enduro offers both and will tell your facilities team honestly which fits the project and its calendar.
Can you build while classes and research continue?
Yes. We schedule disruptive work after hours and during breaks, hoard and seal the area, run dust and negative-air control, keep exits and life-safety live, coordinate with campus security and facilities, and phase the build so teaching and research keep running.
Does Enduro self-perform the trades?
No. Enduro is the prime contractor and construction manager — we hold the contract, plan and sequence the work, run daily site control and quality, and manage the subcontracted trades as your single point of accountability. One company answers for budget, schedule and the finished space.
Are you licensed and insured to work on BC campuses?
Yes — Enduro is a licensed BC builder, bondable and insured, and WorkSafeBC registered. On campus work we file the WorkSafeBC Notice of Project where required, coordinate any hazardous-materials survey the demolition scope calls for, and work to the institution's own site, safety and security requirements.
What areas do you serve?
Metro Vancouver, the Fraser Valley and Sea-to-Sky — including Vancouver, Burnaby, Richmond, Surrey, North and West Vancouver, the Tri-Cities, Pitt Meadows, Squamish and Chilliwack — with a deep footprint on university and college campuses across the region.
