Public buildings have to work for everyone who walks in — and accessible, inclusive facilities are where a lot of Metro Vancouver civic renovation is now concentrated. This is genuine, hands-on work for Enduro, not a line item.
Inclusive & gender-neutral washrooms
Converting conventional public washrooms into inclusive, gender-neutral and fully accessible spaces changes the layout, the plumbing and the finishes — floor-to-ceiling privacy stalls, universal and accessible fixtures, hands-free hardware, durable cleanable surfaces and clear sightlines to a shared sink and circulation area. Enduro delivered exactly this at the Bonsor Recreation Complex for the City of Burnaby, converting recreation-centre washrooms into accessible, gender-neutral spaces with inclusivity built in.
Accessible design & code
Accessible work is built to the BC Building Code's accessibility requirements and, in practice, the CSA B651 accessible-design standard — accessible routes and clearances, door hardware, counter and fixture heights, grab bars, turning space and tactile and visual wayfinding. Federally regulated facilities, such as the accessibility work Enduro has done for the CFIA, also fall under the Accessible Canada Act. We build to the accessibility scope the design team and authority set, and prove it at closeout.

Accessibility isn't a finish you add at the end — it's baked into the route, the door, the fixture height and the sightline. 04How a civic project runs, step by step
A municipal project in Metro Vancouver runs on its procurement, permits and public coordination as much as its construction. Here is how Enduro runs one:

Tender, RFP & pre-qualification
Public work is usually awarded by tender. We respond to the municipal or institutional invitation to tender or RFP, submit the required pricing, references, safety record, insurance and bonding, and price to the drawings and specifications in the package. On a CM engagement we can come on board earlier to help shape scope, budget and the tender itself.

Feasibility & budget
We walk the facility, test the program against the existing building and the accessibility scope, and give an early, honest number — so the owner knows what fits before design gets expensive.

Design & accessibility coordination
We work alongside the architect and consultants, cross-checking drawings for buildability and code — BC Building Code, CSA B651 accessible design, the Accessible Canada Act where it applies, and how the mechanical, envelope and life-safety scope fits together.

Permits & approvals
Most civic renovation needs a building permit from the authority having jurisdiction, with trade permits usually rolled into it; heritage or mid-century buildings can add review. Before demolition, we coordinate the WorkSafeBC-required hazardous-materials (asbestos) survey by a qualified person.

Construction & public separation
Subcontracted trades are sequenced and managed under one contract, with a super on site running trades, deliveries and safety day to day. We hoard and separate the public from the work, keep accessible routes and life-safety live, file the WorkSafeBC Notice of Project where required, and check quality as it's installed.

Commissioning, closeout & warranty
We prove mechanical, electrical and life-safety systems, work the deficiency list to zero, verify the accessibility scope, and hand over as-builts, warranties and O&M manuals so the facilities team can run the space.

06How long it takes

The most common cause of a slipped civic schedule isn't the trades — it's an incomplete permit application going back for rework, or phasing that wasn't planned around the public early enough. An interior refresh is finishes-led; a civic modernization adds accessibility, life-safety and building-system work; heritage, envelope and occupied-facility projects add investigation, phasing and specialized detailing. The existing building, services and finish level determine the actual number, which Enduro confirms from drawings and a site visit. These are scope bands, not a quote — public work is priced to the tender documents, or confirmed in writing after a site visit.
How do you work with public tenders and RFPs?
We respond to municipal and institutional invitations to tender and requests for proposal — submitting the required pricing, references, safety record, insurance and bonding, and pricing to the tender drawings and specifications. On a construction-management engagement we can also come on board earlier, owner-side, to help shape scope, budget and the tender before it goes to market.
Can you build while a public facility stays open?
Yes. We phase the build, hoard and separate the public from the work, run dust and noise control, keep exits, accessible routes and life-safety live, schedule disruptive work outside public hours where needed, and coordinate closely with facility staff so the building keeps operating.

Are you licensed and insured to work in BC?
Yes — Enduro is a licensed BC builder, bondable and insured, and WorkSafeBC registered, the standing public tenders require. We carry the insurance and bonding the contract calls for, file the WorkSafeBC Notice of Project where required, and coordinate any hazardous-materials survey the demolition scope calls for.
